FIBC Export Certification Guide: UN Dangerous Goods, Anti-Static, and Food-Grade Compliance

ISO 21898:2024, UN Dangerous Goods, IEC 61340-4-4 Anti-Static, and EU/US Food-Grade Requirements

1. ISO 21898:2024 — The Global FIBC Baseline
ISO 21898 is the global baseline standard for FIBCs, covering mechanical performance, drop testing, stacking, and UV weathering resistance. The 2024 revision adds a 1,500-hour outdoor UV aging test, requiring strength retention of no less than 50% after aging. For bulk bags storing grain or mineral powder in open yards, UV resistance is now a hard requirement. Standard non-hazardous FIBCs carry a 5:1 safety factor; UN-certified bags follow the requirements of their corresponding category. For ordinary grain and non-hazardous mineral powder exports, ISO 21898 testing plus PPWR compliance satisfies most market requirements.
2. UN Certification—The Compliance Threshold for Dangerous Goods Transport
When an FIBC is used to transport UN-classified dangerous powders, toxic, corrosive, or combustible materials, UN certification is mandatory. Ordinary non-hazardous FIBCs do not require UN certification. This distinction directly determines whether export documents are complete. The regulatory basis is the UN Recommendations on the Transport of Dangerous Goods (TDG), supported by the IMDG Code for sea freight. The most common UN classification codes for woven plastic FIBCs include:
1
1
13H1:
Uncoated plastic woven fabric
1
1
13H3:
Plastic woven, coated, no liner
1
1
13H4:
Plastic woven, with liner, fine powder leak-proof (most common chemical dangerous goods FIBC)
UN testing covers drop test, stacking test, lifting tensile test, tear test, permeability test, and leak-proof test. The certificate must be issued by a third-party certification body; each batch or model requires inspection. The bag body must be printed with the UN mark, code, maximum load, and safety factor. UN-certified bags are frequently combined with anti-static Type C/D for combustible powder and hazardous chemical applications.
3. Anti-Static FIBC—IEC 61340-4-4 Four-Type Classification
In combustible dust or flammable solvent vapor environments, static buildup on an FIBC can cause an explosion. IEC 61340-4-4 classifies FIBCs into four types—A, B, C, and D—by static protection capability. This is also the general classification of the FIBCA (Flexible Intermediate Bulk Container Association).
Type
Characteristics
Suitable For
Prohibited In
A
Standard PP woven, no static protection
Non-combustible powders, no flammable solvent gas
Combustible dust, explosive environments
B
Low breakdown voltage, limited anti-static, cannot dissipate charge
MIE > 3 mJ non-flammable powders; no flammable solvent vapor
Combustible dust explosion environments
C
Conductive grid yarn must be grounded; conductive network connected to grounding terminal
Combustible powders, flammable solvent vapor environments; grounding required throughout filling and discharge
Never use without grounding; grounding failure produces ignition sparks
D
Static dissipative fabric, no grounding required, corona discharge
Combustible powders, flammable solvent vapor environments
Anti-static performance fails if bag surface is contaminated by water or oil
Key parameters: Type C conductive network-to-ground resistance references IEC 61340-4-2. Type C/D must be printed with static warning labels and usage instructions on the bag body.
4. Food-Grade FIBC—EU and US Dual Compliance
Food ingredient exports impose the strictest compliance requirements on bulk bags. Different export markets have different regulatory systems.

Good Manufacturing Practice (GMP)
Testing items: overall migration, specific substance migration, heavy metals, PFAS (mandatory under PPWR), odor, and precipitation.
System certifications (not mandatory but commonly required by customers): FSSC22000, BRC Packaging, or IFS Food Packaging.
Documents: DoC (Declaration of Compliance) and batch migration test report.
US Market
FDA 21 CFR 177.1520
Polypropylene material
Testing: BPA, phthalates, heavy metals, migration testing; material self-declaration.
Universal Food-Grade Requirements
  • Raw material: food-grade PP pellets; recycled material for direct food contact requires strict migration assessment—many customers do not accept PCR recycled material for direct food contact.
  • Sewing thread, ink, and liner film must all be food-contact compliant.
  • Production workshop requires cleanroom controls to avoid cross-contamination.
  • Bag marking must indicate "food contact use."
5. Other Common Additional Tests and Certifications
UV aging: ISO 21898:2024 1,500-hour UV aging test—essential for bulk bags storing grain and mineral powder outdoors.
Safety factor: standard non-hazardous FIBC 5:1; UN dangerous goods bags follow the corresponding category requirements.
REACH (EU): SVHC (Substances of Very High Concern) list—chemical FIBC customers frequently require SVHC testing.

7. HAOSEN's Support for FIBC Certification Compliance
Certification compliance involves full-chain matching of equipment, materials, processes, and documents. Since 2008, HAOSEN has focused on FIBC bulk bag equipment and complete production line delivery, serving customers in more than 25 countries. We provide Turnkey project support from raw material formula to finished products, workshop layout design, and on-site training. We support third-party inspection before, during, and after the order, provide equipment running videos after completion, and offer factory training for buyers' engineers until they can operate and maintain independently. Overseas engineers are available for on-site installation and training. For specification assistance or certification confirmation, contact our technical team.
