EU PPWR 2026: Compliance Checklist for PP Woven Bag and FIBC Exporters

What Is PPWR and Why Does It Affect Every Woven Bag Exporter?

PPWR—the Packaging and Packaging Waste Regulation—is the EU's latest regulatory framework for packaging materials. It replaces the long-standing Packaging Directive 94/62/EC and upgrades from a "directive" to a "regulation," meaning it applies directly to all member states without needing national transposition.

The scope covers all industrial packaging placed on the EU market. PP woven bags and FIBC bulk bags are fully covered—there is no exemption. Grain bags, fertilizer bags, chemical bulk bags, and feed bags all fall within its scope.

For exporters, PPWR is not optional—it is a basic threshold for entering the EU market.

Three Core Requirements: What Exporters Must Complete

1. Substance Limits—Mandatory Testing from August 12, 2026

Heavy metals (four elements): Lead (Pb) + Cadmium (Cd) + Mercury (Hg) + Hexavalent Chromium (Cr⁶⁺) ≤ 100 mg/kg (100 ppm)

Testing applies to each homogeneous material separately—woven fabric, sewing thread, printing ink, coating, hang tags, and metal fittings. A whole-bag mixed test is not acceptable. Colored inks and masterbatch are high-risk areas for exceeding limits. Many exporters test only the woven fabric and overlook ink and sewing thread, resulting in customs detention when the homogeneous material testing is incomplete.

PFAS (Per- and Polyfluoroalkyl Substances)—mandatory only for food-contact woven bags and FIBCs:

Parameter Limit
Individual non-polymer PFAS ≤ 25 ppb
Total non-polymer PFAS ≤ 250 ppb
Total fluorine content ≤ 50 ppm

If total fluorine exceeds 50 ppm, a full PFAS test report is required. For non-food industrial woven bags (mineral powder, general chemicals), PFAS testing is not mandatory—but fluorine-containing oil-repellent coatings are not recommended.

CMR substances: Carcinogenic, mutagenic, and reproductive toxicants are restricted. Inks and additives must not use restricted CMR substances. Confirm compliance declarations with ink suppliers before export.

2. Design for Recycling (DfR)—The Most Critical Requirement for Woven Bags

PPWR's central direction is mono-material priority. Multi-material composite bags are difficult to recycle and face increasing restrictions. This is the area where the woven bag industry is most affected, as many traditional structures use PP woven fabric + PE coating, which qualifies as multi-material.

Priority: full-PP mono-material woven bags/FIBCs—PP woven fabric + PP sewing thread, without PE coating, aluminum film, or PVC fittings. High recyclability, lowest customs clearance risk.

PP woven + PE liner composite structures are multi-material, difficult to recycle, and will be restricted after 2030. EPR recycling fees are higher, and EU customers are gradually phasing them out.

Date Requirement
August 12, 2026 Packaging must have recyclable design
January 1, 2030 Recyclability performance ≥ 70% (Grade A/B/C); below this cannot be placed on the EU market
January 1, 2038 Only Grade A/B (≥ 80% recyclability) packaging allowed on the market

Plastic packaging has minimum recycled content targets. Food-contact woven bags and FIBCs have additional restrictions on recycled material use—migration testing must be confirmed.

3. EPR (Extended Producer Responsibility)

EPR registration is required separately in each of the 27 EU member states (France, Germany, Spain, and Italy are key markets). Generally, the EU importer registers as the packaging producer, while the Chinese factory provides material declarations and product information.

Obligations: pay packaging recycling and disposal fees; file annual declarations of packaging weight and material placed on the market.

What Chinese exporters need to prepare for the EU importer's EPR filing:

  • Material declaration
  • Recycled content
  • Recyclability statement

The EPR subject is the EU importer, not the Chinese factory. The factory's role is to provide the required documentation so the importer can complete registration.

Document Checklist — Required for Every SKU

  1. DoC (Declaration of Conformity)—PPWR mandatory, issued separately for each specification
  2. Technical File—material description, formula, test reports, product drawings, production information
  3. Third-party laboratory test reports (SGS/TÜV or equivalent accredited labs)—heavy metals, PFAS (food-contact items)
  4. Recycled material traceability documents—if PCR recycled PP is used: GRS certificate, recycled material traceability chain
  5. Recyclability assessment report (DfR assessment)
  6. Product labeling—EU unified packaging marking + QR code sorting label from 2028 (can be prepared during transition)

These six document types must be retained per SKU. During customs inspection, if a single specification lacks a DoC or test report, the entire shipment may be detained. A SKU-based document management system, with records kept for at least 5 years, is recommended.

Common PPWR Pitfalls in the Woven Bag Industry

    • PP woven + PE coating composite bags: multi-material, high recycling difficulty. EU buyers are gradually rejecting them, and EPR fees are higher.
    • Testing only the woven fabric, not the printing ink: ink heavy metals exceed limits, and customs directly detains the shipment.
    • Recycled material without traceability proof: customers do not recognize PCR content, and EPR reductions cannot be claimed.
    • Confusing responsibility: Chinese factories do not handle EPR registration. The EPR subject is the EU importer placing the product on the market.

    Pre-Export Self-Check List

    • ◪  Is the structure full-PP mono-material? If PE coating or aluminum layer is present, evaluate customer acceptance in advance.
    • ◪    Have heavy metal four-element tests been completed for all homogeneous materials—woven fabric, ink, and hang tags?
    • ◪For food-contact items: PFAS and plastic migration testing (EU 10/2011) completed?
    • ◪  DoC Declaration of Conformity + Technical File prepared?
    • ◪  Has the EU importer completed EPR registration in the corresponding country?
    • ◪   PFAS-containing fluorine coating prohibited (food bags)?
    • ◪   Printing ink free of lead-containing heavy metal pigments?
    • ◪

Hang tags and sewing thread kept as the same material, PP, where possible?

    • ◪   Batch test reports retained for at least 5 years for inspection?

    How HAOSEN Supports PPWR Compliance

PPWR compliance involves full-chain matching of materials, inks, accessories, and documents. Since 2008, HAOSEN has focused on PP woven bag and FIBC equipment and complete production line delivery, serving customers in more than 25 countries. We provide turnkey project support from raw material formula to finished products, workshop layout design, and on-site training. We support third-party inspection before, during, and after the order, provide equipment running videos after completion, and offer factory training for buyers' engineers until they can operate and maintain independently. Overseas engineers are available for on-site installation and training.
