India BIS Rules for PP Woven Bags: 2026–2027 Updates

India BIS Rules for PP Woven Bags: 2026–2027 Updates

On October 6, 2026, India's Ministry of Chemicals and Fertilizers issued three amendments to Quality Control Orders (QCOs) covering specific categories of HDPE and PP woven sacks. The amendments revised the implementation dates for mandatory Bureau of Indian Standards (BIS) requirements.

For woven bag manufacturers and exporters, these deadlines vary by product type and application. Meanwhile, UV resistance and food-contact requirements remain important considerations for packaging supplied to international markets.

What Are the New BIS Deadlines for Woven Sacks in India?

The three amendments cover specific woven sacks used for cement packaging and mail handling. Each category has its own applicable Indian Standard and implementation date.

Product CategoryIndian StandardEffective Date
PP woven, laminated, block-bottom valve sacks for packaging 50 kg cementIS 16709:2017November 6, 2026
HDPE/PP woven sacks for packaging 50 kg cementIS 11652:2017January 6, 2027
PP/HDPE laminated woven sacks for mail sorting, storage, transport, and distributionIS 17399:2020January 6, 2027

The amendments were published on October 6, 2026, under notifications S.O. 5478(E), S.O. 5479(E), and S.O. 5480(E).

The earliest deadline applies to PP laminated block-bottom valve sacks used for 50 kg cement packaging. The other two categories have implementation dates in January 2027.

These dates do not apply to every type of PP woven bag. Manufacturers and exporters need to identify their specific product category and confirm which standards and QCO requirements apply.

What Should Exporters Check Before the Deadlines?

Companies supplying the affected products should review the relevant Indian Standard, confirm the applicable certification requirements, and prepare the necessary product information and testing arrangements.

They should also allow sufficient time for any required conformity assessment and certification procedures.

Since implementation schedules may be amended, the latest official notices should be checked when preparing shipments.

Why Is UV Resistance Important for PP Woven Bags?

PP woven bags are widely used for packaging grain, animal feed, fertilizer, and other bulk products.

In regions with strong sunlight, including parts of the Middle East, Africa, and South America, outdoor storage can expose packaging to prolonged ultraviolet (UV) radiation.

Over time, UV exposure can degrade polypropylene and reduce the durability of woven fabric.

UV stabilizer masterbatch can be added during material preparation to improve resistance to sunlight-related degradation.

However, outdoor performance depends on several factors, including the PP resin, stabilizer formulation, fabric construction, exposure conditions, and storage period.

For manufacturers supplying outdoor packaging markets, UV resistance should be considered during material selection and verified through appropriate product testing.

What Food-Contact Requirements Apply to PP Woven Bags?

PP woven bags are also used to package food products such as rice, flour, and sugar.

For these applications, packaging materials need to be assessed according to their intended food-contact conditions and destination market.

In the United States, the Food and Drug Administration (FDA) regulates food-contact substances and their permitted uses.

In the European Union, Regulation (EC) No 1935/2004 establishes general requirements for food-contact materials, while Regulation (EU) No 10/2011 provides specific rules for plastic materials and articles.

For woven bag manufacturers, several factors are relevant:

  • Polymer materials: PP resin and additives should be suitable for their intended food-contact applications.

  • Coatings and printing: Coating materials, printing inks, and other packaging components should be assessed according to the finished structure and potential substance transfer.

  • Testing and documentation: Applicable migration testing, material specifications, and compliance documentation depend on the packaging structure and conditions of use.

Food-contact compliance cannot be determined by the production equipment alone. The materials and finished packaging must also meet the relevant requirements.

How Do These Requirements Relate to PP Woven Bag Production?

Different export markets and product applications may influence material selection, manufacturing processes, and quality control.

A typical PP woven bag production line includes the following stages:

PP material → Tape extrusion → Circular weaving → Lamination → Printing → Bag making

Lamination and printing are included according to the required bag structure and application.

During tape extrusion, resin formulation and processing conditions affect the properties of the PP tapes. UV stabilizers and other additives may be incorporated where required by the intended product specifications.

During circular weaving, tape quality and fabric construction contribute to the strength and consistency of the woven material.

Lamination, printing, and bag making introduce additional requirements related to coating materials, printing, bag dimensions, and finished product quality.

HAOSEN provides integrated PP woven bag production solutions covering tape extrusion, circular weaving, lamination, printing, and bag making.

Through its turnkey project services, HAOSEN supports production line planning, equipment integration, installation, and operator training according to the customer's production requirements.

However, meeting a particular export standard requires the relevant product assessment, testing, and certification procedures where applicable.

What About EU Packaging Requirements?

The European Union's Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, began applying on August 12, 2026.

The regulation introduces packaging requirements according to different implementation schedules and product categories. Manufacturers should review the provisions relevant to their packaging rather than assume that all PP woven bags follow identical recycled-content or recyclability requirements.

Conclusion

India's revised BIS deadlines highlight the importance of checking product-specific standards when supplying woven sacks to international markets.

UV resistance and food-contact requirements also vary according to the intended packaging application and destination market.

For PP woven bag manufacturers, understanding these differences can support material selection, production planning, quality control, and export preparation.
